Team
The principal founders of Millennium Services, Inc. form a core group of
talented, qualified individuals, who are committed to providing the finest
quality of services while always maintaining the highest standards of
integrity and business ethics. Our key personnel have more than 90 years of
technical, management, and business experience in the commercial nuclear
power industry, DOE, DOD and private sector. We have served as Radiation
Protection Managers, Radiation Safety Officers, Plant Superintendents,
Corporate Officers, Contract Administrators, Employing Officers, and Project
Managers. We have also provided expert assistance and legal testimony in a
variety of instances. Our staff possesses the necessary combination of
education and experience to provide fast response and effective oversight of
field support personnel.
Our experience in government contract administration and accounting
includes familiarity with various types of contracts, such as, cost plus,
firm-fixed price, and T&M. We have developed policies, procedures,
accounting systems, and organizational controls acceptable for the
management and execution of these types of contracts, and have a working
knowledge of FARs and DCAA audit protocol.

Richard J. Titolo - President
Mr. Titolo is a degreed Health Physicist with more than thirty
years of experience in the nuclear industry. His background includes
research and development, RP program development and implementation,
project management, program assessments, radiological engineering,
and decontamination and decommissioning. He has extensive executive
level experience in business development, forecasting, strategic
planning, management and performance optimization.
Mr. Titolo was awarded an academic fellowship by the Institute of
Nuclear Power Operations (INPO) while at Georgia Tech, and performed
research in the areas of radioactive waste disposal and personnel
dosimetry. He then served as a plant Health Physicist for the
Georgia Power Company at Plant Hatch with primary responsibilities
in ALARA and Emergency Planning.
Mr. Titolo was then responsible for the development, implementation,
and management of the operational Health Physics program at
Philadelphia Electric Company's Limerick Generating Station.
He developed and managed tests conducted during start-up of the BWR,
was responsible for ensuring program compliance with applicable
statutes, and served as a primary interface with regulatory
authorities. Mr. Titolo certified as a Senior Reactor Operator
by finishing first in his class.
Mr. Titolo then served as the Sr. Vice President & General Manager
for a company providing staff augmentation and specialty services to
nuclear industry. He managed corporate and field staffs of up to 600
personnel and ensured consistent administration and implementation
of corporate policies and procedures by Program and Project
Managers. His responsibilities also included contract negotiation,
compliance, and execution. Mr. Titolo provided technical support to
field personnel and served as the corporate Radiation Safety
Officer.
Mr. Titolo is a co-founder of Millennium Services, Inc. and serves
as its President. In addition to his corporate duties, he
provides technical support to clients; performs RP program
assessments and develops corrective action / program improvement
recommendations; and, designs and performs radiological assessments
and surveys. He has supported various D&D projects.
Mr. Titolo maintains a DOE “L” Clearance.

Richard W. Dubiel, CHP - Vice President
Mr. Dubiel is a Certified Health Physicist with more than
thirty-nine years experience in Health Physics, decontamination and
decommissioning, chemistry, radiochemistry, environmental
monitoring, and radioactive waste management program development and
implementation. He has served as the Project Manager for site
characterization and decontamination and decommissioning activities
at several Department of Energy and Department of Defense sites, as
well as private companies with facilities on the Site
Decommissioning Management Plan. Mr. Dubiel has also served as an
expert witness during licensing hearings for a proposed Uranium
Enrichment Facility.
Mr. Dubiel has had various Health Physics, Radioactive Waste, and
Chemistry program responsibilities during the licensing and start-up
of four commercial power reactors and nine commercial reactor
refueling outages. During his nine years with Philadelphia Electric,
he was responsible for the development and implementation of the
Health Physics, Chemistry, and Radioactive Waste Programs for the
two unit Limerick site. He was responsible for all radiological and
non-radiological monitoring programs in support of federal and state
requirements, and managed an organization of over 150 full-time
employees with an annual budget of over $20 million. He was later
assigned to a nuclear group staff re-engineering project that
resulted in O&M savings of over $30 million annually.
Mr. Dubiel was the senior responsible individual for all radiation
protection and environmental monitoring activities both on-site and
off-site during the March 28, 1979 accident at TMI-2. Mr. Dubiel was
also the Health Physicist responsible for the initial identification
and measurements of the highest radon levels recorded in a private
residence in the state of Pennsylvania, and was involved in the
development of radon mitigation technology.
Mr. Dubiel has provided professional consulting services in the
areas of Radiological Safety and Emergency Preparedness, including
program assessments, corrective action programs, and expert
testimony in licensing hearings and government investigative
hearings.
Mr. Dubiel currently serves as a Vice President of Millennium
Services, Inc. In addition to his corporate duties, he provides
technical and management consulting services and conducts program
assessments. Mr. Dubiel has conducted program assessments at several
commercial nuclear stations, including Maine Yankee, Susquehanna
Steam Electric Station, Connecticut Yankee, and Washington Nuclear
Plant 2. He has developed corrective action recommendations at each
of the facilities and assisted in the implementation of those
corrective actions. Mr. Dubiel has functioned as an independent
radiation safety expert performing program reviews at a source
material licensee facility.
Mr. Dubiel is currently serving as the Project Manager for the
development of the Sampling and Analysis Plan and the License
Termination Plan (LTP) in support of the decommissioning of the
Haddam Neck Plant. He has also served as the Project Manager for
numerous radiological survey efforts including, the final status
survey of the 779 closure project at Rocky Flats Environmental
Technology Site (RFETS); the characterization survey of the St.
Albans Veterans Administration Extended Care Center; radiological
survey in support of the sale of the Forked River Site; the final
status survey of Building 123 at RFETS; and the characterization
survey of the Turbine Building and paved areas inside the security
fence at the Haddam Neck Plant.

Robert E. Leddy - Vice President
Mr. Leddy is a degreed Health Physicist with more than thirty
years experience in the nuclear industry. He has served in
various management capacities in the areas of Health Physics, site
characterization and remediation, and decontamination and
decommissioning. His specific expertise is in Health Physics
program development and management, audits and assessments, project
management, survey design and implementation.
After receiving his M. S. degree in Health Physics from Georgia
Tech, Mr. Leddy spent 11 years working in Radiation Protection at
commercial nuclear power plants. During this period, he held
positions in ALARA, Emergency Planning, Operational Health Physics,
Radiological Engineering, and Radiation Protection Management for
utilities operating both BWR and PWR power plants.
Mr. Leddy has functioned as the Radiation Protection Manager for a
two unit BWR, during the decommissioning of a commercial nuclear
facility (PWR), and as Radiation Safety Officer during the
decommissioning of two Uranium fuel fabrication facilities. He
has served in various capacities during the decommissioning and
Final Status Survey of nuclear power plants and DOE facilities.
Mr Leddy maintains a DOE “L” Clearance.

Jeffery T. Cordry, CPA - Chief Financial Officer
Mr. Cordry is a Certified Public Accountant and Certified
Financial Planner with 21 years experience in management,
consulting, accounting, finance, and taxation . He has been involved
in the nuclear industry since 1981. During this period, he held
positions as Controller, Chief Financial Officer, and Independent
Consultant to companies servicing the commercial and governmental
nuclear industries. Areas of service include financial and accounting support, financial
statement analysis and preparation, audit preparation and
coordination (IRS, DCAA, CPA), budgeting and strategic planning,
development of policies and procedures, government contracting, set
up computerized accounting systems, training, corporate and
individual taxation, financial planning, and general business
management. Mr. Cordry is currently Chief Financial Officer of Millennium
Services, Inc. In addition to his corporate duties, he continues to
provide business and financial consulting services.

Don M. DeBord - Senior Engineer
Mr. DeBord plays an important role in the technical development
of new instruments, software, and web based applications at
Millennium where he takes digital processes and applies them to
solve business problems in fundamentally new ways. Don has
over twenty-five years of electronics and software experience.
He is the principal developer of Millennium's innovative SCM survey
technology and has authored the state of the art Survey Information
Management System (SIMS). He has also served as Project
Manager for SCM deployments at several sites across the US including
Bonus Reactor in Rincon, Puerto Rico; the C-Reactor and 108F at the
Hanford Reservation; ANL building 301C; Saxton Nuclear Experimental
Corporation facility; and many others.
